Narrative:
IFR conditions and fog; all runways were visible but not much else. An air carrier landed and exited runway quickly for traffic with large overtake close in trail. It was very busy and consistently receiving aircraft on frequency short final. We were unaware air carrier X had not checked on for runway 16R and launched air carrier Y off of runway 16L. Air carrier X was over the airport when we noticed he had gone around. We reached out to him twice with no answer so I contacted final just in time to here them turn air carrier X and I heard him respond. At that point the local controller turned air carrier Y to a 145 heading and I coordinated that with the appropriate departure sector. We were coming up on having delays so I was concentrated on departures at the time. Recommendation; make sure we receive aircraft earlier then we could have ensured separation easily.
