Narrative:
En route, passenger smoked in aft lav and at seat in spite of being warned about the new rules against smoking. This report is being sent because it demonstrates the additional danger our commercial fleet faces because the new no smoking policy is forcing the die hard smokers in the lavs where they increase the fire danger. This particular man used a large paper bag to blow the smoke into and apparently defeated the smoke detector west/O tampering with it. I have heard that inventive passenger are using shower caps and plastic bags tied over the detectors to defeat them as well. Congress and the FAA were forewarned that this would happen. It seems only a matter of time before we will have a lav fire because of the no smoking policy.

Title: PASSENGER SMOKING ON NON SMOKING FLT IN LAVATORY AFTER BEING WARNED AGAINST FEDERAL AVIATION REG.
Narrative: ENRTE, PAX SMOKED IN AFT LAV AND AT SEAT IN SPITE OF BEING WARNED ABOUT THE NEW RULES AGAINST SMOKING. THIS RPT IS BEING SENT BECAUSE IT DEMONSTRATES THE ADDITIONAL DANGER OUR COMMERCIAL FLEET FACES BECAUSE THE NEW NO SMOKING POLICY IS FORCING THE DIE HARD SMOKERS IN THE LAVS WHERE THEY INCREASE THE FIRE DANGER. THIS PARTICULAR MAN USED A LARGE PAPER BAG TO BLOW THE SMOKE INTO AND APPARENTLY DEFEATED THE SMOKE DETECTOR W/O TAMPERING WITH IT. I HAVE HEARD THAT INVENTIVE PAX ARE USING SHOWER CAPS AND PLASTIC BAGS TIED OVER THE DETECTORS TO DEFEAT THEM AS WELL. CONGRESS AND THE FAA WERE FOREWARNED THAT THIS WOULD HAPPEN. IT SEEMS ONLY A MATTER OF TIME BEFORE WE WILL HAVE A LAV FIRE BECAUSE OF THE NO SMOKING POLICY.
