Narrative:
Cleared into position 13R. Cleared for takeoff turn left 040. Aircraft was at maximum ATOG and required an abnormal flap setting. Resulting distraction, missed the clearance to turn left 040. Flew runway heading. 1800' contacted departure controller and he advised VFR traffic 2 mi, 2500', turn 010. First officer, PNF, had fgt in sight and advised push over. Fgt initiated a break. Our flight infringed on bergstrom AFB air traffic area. Had I heard the clearance, incident would have been avoided. Should have checked with the flight crew to insure clearance was understood. Routine verbal reviewing would have prevented the incident. Callback conversation with reporter revealed following information. Reporter gave pertinent information reference the incident. Had been involved in near midair collision at ord the same month. Air force is taking no action on the incident nor is the tower. Simply a case of not hearing the clearance to turn after takeoff. Did not file a report with the company because of previous ord incident getting into the papers before the facts could be learned. Feels this does not help safety.

Title: POTENTIAL CONFLICT WHEN AIR FORCE BASE ATA ENTERED WITHOUT CLRNC.
Narrative: CLRED INTO POS 13R. CLRED FOR TKOF TURN L 040. ACFT WAS AT MAX ATOG AND REQUIRED AN ABNORMAL FLAP SETTING. RESULTING DISTR, MISSED THE CLRNC TO TURN L 040. FLEW RWY HDG. 1800' CONTACTED DEP CTLR AND HE ADVISED VFR TFC 2 MI, 2500', TURN 010. F/O, PNF, HAD FGT IN SIGHT AND ADVISED PUSH OVER. FGT INITIATED A BREAK. OUR FLT INFRINGED ON BERGSTROM AFB ATA. HAD I HEARD THE CLRNC, INCIDENT WOULD HAVE BEEN AVOIDED. SHOULD HAVE CHKED WITH THE FLT CREW TO INSURE CLRNC WAS UNDERSTOOD. ROUTINE VERBAL REVIEWING WOULD HAVE PREVENTED THE INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED FOLLOWING INFO. RPTR GAVE PERTINENT INFO REFERENCE THE INCIDENT. HAD BEEN INVOLVED IN NMAC AT ORD THE SAME MONTH. AIR FORCE IS TAKING NO ACTION ON THE INCIDENT NOR IS THE TWR. SIMPLY A CASE OF NOT HEARING THE CLRNC TO TURN AFTER TKOF. DID NOT FILE A RPT WITH THE COMPANY BECAUSE OF PREVIOUS ORD INCIDENT GETTING INTO THE PAPERS BEFORE THE FACTS COULD BE LEARNED. FEELS THIS DOES NOT HELP SAFETY.
