Narrative:
Aircraft X departed runway 8L cvg on the bengl RNAV SID. This SID is flawed in that aircraft departing the east runway on the RNAV SID; if the SID is flown; turn right; across the other 2 departure runways; to get to the programmed fixes on the departure. Cvg has instituted a series of workarounds and memory joggers to keep the pilots from flying the SID; instead of notaming out this and 2 other sids with similar problems. In this case; the aircraft departure strip that was received in the TRACON indicated that the aircraft had been assigned instructions to fly the published noise abatement noise track; which turns to a 165 degree heading to provide separation from runway 18C departures. The aircraft did not turn; and their track instead appeared to follow the runway heading. No loss of separation resulted. This departure; and the hagol 18L departure; and the kenln 36R departure; should be notamed out of service until the sids are fixed; which is supposed to be in the works.

Title: CVG Controller expressed concern regarding the BENGL RNAV SID procedure suggesting the implemented workaround efforts are not successful and that the SID should be NOTAMed out of service.
