Narrative:
Enroute in cruise the number one engine developed a vibration of 8.0 on the vibration gauge. The entire plane was shaking and it was hard to talk over the engine noise of the engine. Called dispatch and maintenance who recommended a divert into a nearby airport. I declared an emergency with ATC and diverted. Both engine anti ice switches were on and we were IMC in a thunderstorm. The number two engine vibration gauge never registered anything. OAT was -38. Maintenance was called to check out the engine. Communication with dispatch over commercial radio frequency was next to impossible due a lot of frequency congestion and our system with commercial operator really doesn't work.

Title: An A319 engine developed a severe vibration registering 8.0 on the Engine Vib system. An emergency was declared and the flight diverted to a nearby airport. The aircraft was in or near a thunderstorm with engine anti-ice ON.
