First officer's front window shattered accompanied by front right window anti-ice ECAM. Because of massive damage to outer pane of window brought into question the structural integrity of inner pane. Cause unknown but suspect anti-ice malfunction. We need better guidelines in QRH reference how to determine structural integrity of window.

Title: A321 First Officer's front windshield shattered at FL330. Reporter laments the lack of guidelines in the QRH as to determining structural integrity.
Narrative: First Officer's front window shattered accompanied by Front Right Window Anti-ice ECAM.
