Narrative:
A BE30 was originally on the ILS but was having problems flying the localizer per east radar. He broke off the approach and turned north toward our traffic and we thought sct was vectoring him back for the ILS again. Suddenly; east called and said he was cleared on the visual approach instead; and did not have traffic in sight. Local control issued traffic to a C152; who saw the king air; and the targets partially merged briefly. This is unsafe; and poor controlling. The conflict was not resolved and the east radar controller put the king air in danger by clearing him for the visual without establishing the traffic in sight. This is the second time in two days that the radar has put an aircraft on the visual into a conflict situation; and it is unacceptable. Brief the radar controllers on separation responsibilities and resolving conflicts.

Title: MYF Controller described a conflict event when SCT unexpectedly issued a visual approach absent any traffic sightings of aircraft in the pattern; the reporter noting the RADAR Controllers actions were unsafe.
