Narrative:
We were intercepting the 071 degree right outbnd on the buchanan SID out of ccr. I observed a high wing single engine aircraft approaching head on and slightly right of the nose. I increased my climb significantly and banked left. He appeared to be in a descent and also turning left, as if he had also seen us. As he passed, travis departure issued a traffic advisory, '12 O'clock, less than a mile, 4600.' that was our altitude also as he passed. Travis handed us off to oak at that time, and we mentioned how close it had been to travis. A few mins later I switched back to travis and asked if he had that traffic, including altitude, for any length of time. His reply was no altitude squawk until just before he made the advisory. Ccr is a busy area, and our situation was complicated by a busy SID with a left and right climbing 180 degree turn due to winds at ccr and the position of the VOR (departed runway 14). We had discussed how nice a left turn on course would be prior to departure, but should have tried to set that up with the tower prior to launch.

Title: NMAC BETWEEN ACR-MLG AND SMA.

I INCREASED MY CLB SIGNIFICANTLY AND BANKED LEFT. HE APPEARED TO BE IN A DSCNT AND ALSO TURNING LEFT, AS IF HE HAD ALSO SEEN US. AS HE PASSED, TRAVIS DEP ISSUED A TFC ADVISORY, '12 O'CLOCK, LESS THAN A MILE, 4600.' THAT WAS OUR ALT ALSO AS HE PASSED. TRAVIS HANDED US OFF TO OAK AT THAT TIME, AND WE MENTIONED HOW CLOSE IT HAD BEEN TO TRAVIS. A FEW MINS LATER I SWITCHED BACK TO TRAVIS AND ASKED IF HE HAD THAT TFC, INCLUDING ALT, FOR ANY LENGTH OF TIME. HIS REPLY WAS NO ALT SQUAWK UNTIL JUST BEFORE HE MADE THE ADVISORY. CCR IS A BUSY AREA, AND OUR SITUATION WAS COMPLICATED BY A BUSY SID WITH A LEFT AND RIGHT CLBING 180 DEG TURN DUE TO WINDS AT CCR AND THE POS OF THE VOR (DEPARTED RWY 14). WE HAD DISCUSSED HOW NICE A LEFT TURN ON COURSE WOULD BE PRIOR TO DEP, BUT SHOULD HAVE TRIED TO SET THAT UP WITH THE TWR PRIOR TO LAUNCH.
