Narrative:

On downwind I called for flaps 8. The slats fail caution message came on immediately. The aircraft had a history of 2 instances of that message/issue within the past 2 days. Both outstation and company maintenance had checked the system and signed off two separate write-ups within the previous two days. We informed ATC of the issue and were instructed to hold at a nearby VOR as published. The first officer completed the non-normal checklist as we were holding.I declared an emergency as a precaution with approach control when it was determined that the slats were 'stuck' at 0. I then informed the flight attendants; the passengers; and dispatch. Inbound and cleared for the visual; I noticed our FMS estimated landing fuel had dropped below 3;200 by 20-40 pounds due to the added burn from holding and running the checklist. Therefore; I also declared 'minimum fuel' with tower per the fom. We completed the flight without further incident.

Title: While configuring for landing a CRJ900 flight crew declared an emergency and landed safely when they encountered the third occurrence in three days of a SLATS FAIL EICAS message.
