Narrative:
We were cleared to land while we were on about a 5 mile right base to runway 23. We continued our approach and while on a very short final (about 100 ft AGL) and about to cross the threshold when the tower controller came on the radio and yelled '[call sign] go around; go around!' it was at this time that the first officer caught a glimpse of the other aircraft that had taxied onto the runway out of the corner of the windshield. We executed our go around procedure and continued into the pattern; were cleared to land; and landed without further incident.neither the first officer nor I saw the other aircraft taxi onto the runway. He was coming from the right side so he was blocked the entire time from my view by the dash. The plane was blocked from the first officer's view by the dash until the last second when we were right on top of him and he could see the aircraft out to the right.
