Narrative:
The southeast sector at chicago center is to deliver aircraft at 12;000 from bears and 11;000 from looth. The aircraft came in too high with no approval request from the center. He also came in too fast and needing to slow because the aircraft was overtaking another. That part was apreqed by the center. That came after they continuously brought in planes too fast 'slowing' to their assigned speed; too high for their altitude and switched to approach late. If the center would deliver airplanes at the rate; altitude and speed they are supposed to be at; we wouldn't have a problem.
