Narrative:
Aircraft routed eno dqo pensy requesting FL300 as a final altitude. Controller climbed aircraft to FL230 and handed off to ZNY using the 'north' hand off. The aircraft flashed to N09 when it should have flashed to N25. This is a reoccurring problem which could and has resulted in an operational deviations. The automation should be fixed to flash those aircraft to N25 regardless of requested altitude. Recommendation; fix the automation to have aircraft on this route flash to N25 regardless of final requested altitude.
