Narrative:
We were on the west side of the runway 28 localizer at sfo being vectored to the airport for a visual. (We did have the airport in sight and told bay that on our initial call.) we were given a heading of 010 degrees and an altitude of 2000' and told to look for an small transport Y at 1 O'clock and 5 mi. (The small transport Y was on a visual for runway 28R.) I responded with his instructions and said, 'looking for the small transport Y.' I could see the vector was going to take us across the runway 28 final approach course at sfo (which I knew was a mistake), so I tried to get a word in but the frequency 135.65 was too busy. Once we crossed the finals I saw the small transport Y. We did cross in front of him, but he was 1500' higher. Then bay frantically came on the radio and told us we were cleared visual runway 28R and he changed the small transport Y to the left. This whole scenario was a potential disaster. To prevent this, bay could have 1) cleared us initially for the visual for runway 28L, or 2) given better vectors.

Title: CROSSED IN FRONT OF ACFT BEING VECTORED FOR A VISUAL APCH WHEN CTLR FAILED TO CLEAR ACFT FOR THE VISUAL.
Narrative: WE WERE ON THE W SIDE OF THE RWY 28 LOC AT SFO BEING VECTORED TO THE ARPT FOR A VISUAL. (WE DID HAVE THE ARPT IN SIGHT AND TOLD BAY THAT ON OUR INITIAL CALL.) WE WERE GIVEN A HDG OF 010 DEGS AND AN ALT OF 2000' AND TOLD TO LOOK FOR AN SMT Y AT 1 O'CLOCK AND 5 MI. (THE SMT Y WAS ON A VISUAL FOR RWY 28R.) I RESPONDED WITH HIS INSTRUCTIONS AND SAID, 'LOOKING FOR THE SMT Y.' I COULD SEE THE VECTOR WAS GOING TO TAKE US ACROSS THE RWY 28 FINAL APCH COURSE AT SFO (WHICH I KNEW WAS A MISTAKE), SO I TRIED TO GET A WORD IN BUT THE FREQ 135.65 WAS TOO BUSY.
