Narrative:
We were climbing through FL240 to cruise of FL320 when we got chimed and flap fail caution. All flap indication's were flap 0. Reviewed QRH for flap fail 0; contacted dispatch patched to maintenance. We updated information needed to land flap 0. Conditions calm wind; surface dry; 10+ miles visibility. After review with dispatch; I contacted the flight attendant to let her know; and that I would be declaring an emergency with equipment standing by. I told her that I would make a PA shortly before landing to inform the passengers. Declared emergency with approach control. Landed flap 0 with no further problems. After parking I met with fire rescue on the jet bridge stairs and debriefed them. Reset flap controller with maintenance control on phone. Left on time with flap controller deferred no further problem's.

Title: CRJ50 Captain experienced a flaps fail caution during climb with flaps retracted. A zero flap landing at destination ensued. Flap controller was reset and the flight then departed on time with a flap controller deferred.
