Narrative:
Air carrier X was a departure off of phx and a flight of 2/F16's off of luke AFB were enroute to military airspace. Luke approach pointed out the military flight to P50 departures level at 150 southbound. The flight then turned almost due east bound. P50 had a air carrier X south bound on the TFD2 departure. Air carrier X checked on with sector 46 climbing out of 140 with traffic approximately 7 miles and converging. Controller on sector 46 descended air carrier X to 13;000 and climbed the flight to 16;000 with the words expedite. Sector 46 controller called P50 departures and asked if they received a point out on the military flight. Phoenix departure replied affirmative but thought the aircraft was going to continue southbound. I observed the situation and reported the incident to the operational manager where he reviewed a falcon playback. The incident is still under investigation; however; the controller on sector 46 had to answer a difficult question by the air carrier X pilot on why he was climbed through the flight even though the controller hadn't issued the climb. Furthermore; the controller on sector 46 prevented a certain operational error and class a error. The procedure off of luke AFB known as the busco 9 departure west bound is a systemic issue in the fact there is no transition to the restricted areas. Recommendation; the busco 9 SID off of luke AFB needs to be addressed as far as it does not have a transition to restricted airspace. The TFD2 departure off of phx is quite simply a disaster; it is head on with overflights; class C arrivals; and overflight traffic east and westbound. It's also an issue with it's proximity to tucson departure procedures.
