Narrative:
Departing cvg we filed radar vectors to hyk. ATC cleared us via an RNAV departure. Cvg is an offline alternate airport and SID's are not loaded in the FMC nav data base. We advised ATC we requested radar vectors and they questioned why we did not have SID's loaded in our FMC. They asked for us to contact ATC shift supervisor by phone and captain explained to him that due to memory limitations with the FMC that SID's are not loaded for offline alternates and to the best of his knowledge the FAA approves that practice as they approve our nav data base. Captain indicated that we are not allowed to hand build an RNAV departure in the FMC. So that in turn we had kindly requested radar vectors as filed for departure. We were then issued a radar vector departure after a lengthy ATC coordination delay.
