Narrative:

Captain flying aircraft: clearance received at gate included airspeed restriction of 250 KTS. At 10000' MSL allowed aircraft to accelerate to normal climb speed. At approximately 16000', center advised to resume normal speed, but never commented about the speed we were actually flying. Entire crew had forgotten about speed restriction. Recommendation: while it is important to receive any known restrictions with the clearance, an item which is a departure from the 'norm' should be reiterated by either tower just prior to takeoff or by department control. This may be a normal procedure out of rdu but it was my first flight out of that airport and more than 45 minutes had elapsed from receipt of the clearance until the aircraft reached 10000' MSL. Callback conversation with reporter revealed following. Talked about two reports from same reporter. Very similar incident about four hours apart on same day involving same ATC facs. Says that flight crews based at rdu or who fly there regularly may not have a problem remembering speed restriction above 10000', but other flight crews may not be accustomed to that type clearance, and due to long time period from time of receiving IFR clearance on ground to reaching 10000 the restriction may be forgotten. If restriction is still needed by ATC it should be restated at appropriate time.

AT APPROX 16000', CTR ADVISED TO RESUME NORMAL SPD, BUT NEVER COMMENTED ABOUT THE SPD WE WERE ACTUALLY FLYING. ENTIRE CREW HAD FORGOTTEN ABOUT SPD RESTRICTION. RECOMMENDATION: WHILE IT IS IMPORTANT TO RECEIVE ANY KNOWN RESTRICTIONS WITH THE CLRNC, AN ITEM WHICH IS A DEP FROM THE 'NORM' SHOULD BE REITERATED BY EITHER TWR JUST PRIOR TO TKOF OR BY DEPT CTL.
