Narrative:

Captain flying: received clearance from clearance delivery (rdu) which included an airspeed restriction of 250 KTS. Departed gate approximately 10 minutes later and taxied out. Experienced lengthy delay due to WX (thunderstorm). Finally departed with route deviation on climb out due to thunderstorms and turbulence. At 10000' accelerated to 280 KTS. I and my crew had forgotten about the airspeed restriction. Our attention was directed toward the radar and avoiding the WX in the area. Airspeed from 10000' to 17000' varied from 250 to 290 KTS depending on the WX avoidance. Recommendation: speed restrictions which are not published or part of the normal procedures should not only be given as part of the original clearance but should also be repeated by either a tower control as part of takeoff clearance or B) departure control on initial contact. The time element involved, the WX, and the change from normal climb profile make this item very easy to forget which could cause traffic conflicts. Callback conversation with reporter revealed following information. Talked about two reports from same reporter. Very similar incidents about four hours apart on same day involving same ATC facs. Says that flight crews based at rdu or who fly there regularly may not have a problem remembering speed restriction above 10000', but other flight crews may not be accustomed to that type clearance, and due to long time period from time of receiving IFR clearance on ground to reaching 10000 the restriction may be forgotten. If restriction is still needed by ATC it should be restated at appropriate time.

SAYS THAT FLT CREWS BASED AT RDU OR WHO FLY THERE REGULARLY MAY NOT HAVE A PROB REMEMBERING SPD RESTRICTION ABOVE 10000', BUT OTHER FLT CREWS MAY NOT BE ACCUSTOMED TO THAT TYPE CLRNC, AND DUE TO LONG TIME PERIOD FROM TIME OF RECEIVING IFR CLRNC ON GND TO REACHING 10000 THE RESTRICTION MAY BE FORGOTTEN. IF RESTRICTION IS STILL NEEDED BY ATC IT SHOULD BE RESTATED AT APPROPRIATE TIME.
