Narrative:

Two pilots reported the rotating beacon out of service at a nearby airport. Notified flight service; they would not issue a NOTAM due to the fact that I was not airport management. Recommendation; issue the NOTAM. While the rotating beacon is not the most safety related piece of equipment; would they not issue a NOTAM if there was a major safety problem? If this is a change; and it is; that flight service is making; then it either needs to be changed back; two pilot reports use to be good enough to issue a NOTAM; or let all of the FAA know; because I sure didn't. Do we want air traffic to be trying to find someone from airport management at all the small airports around the country to issue NOTAMS due to pilot reported outages?

Title: Tower Controller voiced concern regarding the FSS refusal to issue a NOTAM reference a rotating beacon outage; FSS asserted only airport personnel could initiate the NOTAM.
