Narrative:
I was told the fasteners were not found to be installed. When doing turnover with midnight crew on a B767; aircraft X; the layout number of fasteners did not match the pre-drilled pilots [holes] in the outboard splice plate; number was less than print 767-xxxx diagram. Twelve fasteners (2 groups of 6) were found missing. We found the installation kit. Rib 32 lower doubler did not have pilot holes drilled at L-7 and L-9 locations. A write-up was initiated for engineering clarification. As we tried to layout fasteners; it became apparent the pattern did not fit the engineering print callout [diagram]. At which point we asked who laid out the fasteners on [another B767] aircraft Y? No one was able to remember. A request was made to check aircraft Y in the field.

Title: Four mechanics report about insufficient pre-drilled pilot holes in a new lower splice plate of a B767 winglet modification kit. Their Engineering task card included an additional twelve fastener locations on the splice plate for installation of the winglet modification.
