Narrative:
A B773 was on the ILS to runway 4R at jfk with VFR traffic transitioning below the floor of the class bravo. Traffic was exchanged and both pilots reported the traffic in sight. The B773 responded to a TCAS RA by climbing and executing a missed approach. Recommendation: insert a higher crossing restriction at ebbee to increase the vertical separation between the ILS traffic and the VFR traffic below the bravo airspace.
