Narrative:
A C17 was on a right downwind vector for runway 3 at chs. A BE40 arrival into jzi; an uncontrolled airport; from the east was cleared for a visual approach at jzi. I overheard the west radar controller advised the C17 of the landing traffic at jzi which was approximately 12 o'clock and eight miles. The radar controller also advised that traffic was not expected to go missed. The C17 advised that he was searching. The C17 was issued a northwest bound heading away from jzi. The BE40 had not canceled IFR; and the C17 was over jzi at 2;000 ft. I believe the above created an unsafe situation and will recommend changing the chs SOP; requiring for aircraft to be at or above 3;000 ft over jzi. Recommendation; changing the chs SOP; requiring aircraft to be at or above 3;000 ft over jzi.
