Narrative:
At 7;000 ft approximately 14 DME from miq VOR; on left downwind for runway 10 in IMC conditions; we received a traffic alert from TCAS followed immediately with an 'RA' to climb. The captain disconnected the auto pilot and followed the commands being displayed on the HSI. I immediately informed ATC that we had left our assigned altitude and were at 7;600 ft due to a TCAS traffic resolution. The symbol on the TCAS indicated that the traffic was 300 ft below us. ATC's response was 'report crossing the 320 degree radial from miq and descend to 5;000 ft'. Due to the language problem we found it difficult to communicate our concern at this. ATC never acknowledged the traffic conflict. We continued without further incident to destination. The captain contacted dispatch with a report.
