Narrative:
Approach control said to cross sexxy at 5000' MSL, he then cleared us for the ILS approach to runway 14R at ord. We intercepted and flew the G/south down to the runway and landed. The problem is the G/south crossed sexxy below 5000' MSL. In addition we had to ask the controller which runway we were cleared to. He cleared us to intercept the localizer, but failed to say to which runway. If you cross sexxy at 5000' MSL that places you above the G/south. You would then have to descend and intercept the G/south from above.
