Narrative:
We were cleared for takeoff on runway 23R at tys. All checklists were complete and all lights were on as we commenced takeoff roll. Runway 23R has a hump that obscures approximately 1/2 of the runway. As I approached the crest of the hill, I observed a single engine high wing light tan aircraft with 1 wheel on the runway and on one the shoulder taxiing toward me. He was approximately 1500' ahead when observed. I was within 10 KTS of V1 and judged that the safest course of action was to continue the takeoff. I rotated and estimate that we cleared him 50' vertical and 50' horizontal. Tower was unaware of this aircraft and apologized profusely. A follow up call to tys tower filled in the gaps. A VFR pilot had gotten lost in IFR conditions and landed on the first runway (5L) that he saw. He claimed to have taken off in al, lost electrics and landed against traffic at tys. The glow of my landing lights coming over the hill may have warned him in time to clear to the runway shoulder. I feel that the licensing procedure for amateur pilots should be tightened significantly.

Title: GND CRITICAL CONFLICT BETWEEN ACR-MLG AND GA-SMA ON RWY. GA-SMA MADE UNAUTH LNDG DUE NO ELECTRIC IN IFR OPPOSITE DIRECTION TO MLG TKOF.
Narrative: WE WERE CLRED FOR TKOF ON RWY 23R AT TYS. ALL CHKLISTS WERE COMPLETE AND ALL LIGHTS WERE ON AS WE COMMENCED TKOF ROLL. RWY 23R HAS A HUMP THAT OBSCURES APPROX 1/2 OF THE RWY.
