Narrative:
A burnt rubber smell happened in the cockpit and cabin after takeoff. No smoke; no engine or other anomalies. Fumes did not dissipate as they usually do and it was decided to declare an emergency and return to the departure airport. Landing uneventful. This was the first flight of the aircraft after heavy maintenance. There were 3 maintenance personnel on board. Note: speed below 10;000 ft exceeded 250 KIAS for a short period in order to expedite getting on the ground.
