Narrative:
The clearance was to descend to 13000 and expect 12000 at prise. We leveled at 13000. There was a controller change; and the next clearance was to cross prise at 12000; just as we expected. The clearance came close to wastn and the aircraft automation was slow to push the nose over. I was unable to get relief from the clearance due to congestion on the frequency. We crossed the fix 600 feet high.

Title: A320 flight crew missed a crossing restriction during descent on the WATSN 1 RNAV arrival to ORD due to the vagaries of the A320 auto flight system.
Narrative: The clearance was to descend to 13000 and expect 12000 at PRISE. We leveled at 13000. There was a controller change; and the next clearance was to cross PRISE at 12000; just as we expected. The clearance came close to WASTN and the aircraft automation was slow to push the nose over. I was unable to get relief from the clearance due to congestion on the frequency. We crossed the fix 600 feet high.
