Narrative:
Aircraft released off 20R at peachtree on heading 330 degree. Aircraft was told to climb to 5000' MSL but not radar. Controllers got busy with other duties the pilot never questioned that he was restr to a lower altitude, not radared and taken about 100 mi from where he wanted to go. He finally contacted the atlanta center.

Title: IFR ACFT WAS ALLOWED TO FLY INTO ZTL AIRSPACE FROM ATL AREA WITHOUT COORD OR HANDOFF. OPERATIONAL DEVIATION.
Narrative: ACFT RELEASED OFF 20R AT PEACHTREE ON HDG 330 DEG. ACFT WAS TOLD TO CLB TO 5000' MSL BUT NOT RADAR. CTLRS GOT BUSY WITH OTHER DUTIES THE PLT NEVER QUESTIONED THAT HE WAS RESTR TO A LOWER ALT, NOT RADARED AND TAKEN ABOUT 100 MI FROM WHERE HE WANTED TO GO. HE FINALLY CONTACTED THE ATLANTA CENTER.
