Narrative:

I was controling traffic in sector 18 of left.a. ARTCC. Military trainer X was handed off from edw approach control at 11000' going southeast on V137. After 1 min on frequency MTR X advised me that he just had a glider pop up in front of him. I responded and informed MTR X that I painted no targets in that area. The problem is gliders don't have transponders and are detectable on radar only rarely. The glider area 20 mi southeast of palmdale is a bad area for that function and creates a safety hazard for other aircraft.

Title: NMAC BETWEEN MIL TRAINER AND GLIDER. PLT DEVIATION.

Narrative: I WAS CTLING TFC IN SECTOR 18 OF L.A. ARTCC. MIL TRAINER X WAS HANDED OFF FROM EDW APCH CTL AT 11000' GOING SE ON V137. AFTER 1 MIN ON FREQ MTR X ADVISED ME THAT HE JUST HAD A GLIDER POP UP IN FRONT OF HIM. I RESPONDED AND INFORMED MTR X THAT I PAINTED NO TARGETS IN THAT AREA. THE PROB IS GLIDERS DON'T HAVE TRANSPONDERS AND ARE DETECTABLE ON RADAR ONLY RARELY. THE GLIDER AREA 20 MI SE OF PALMDALE IS A BAD AREA FOR THAT FUNCTION AND CREATES A SAFETY HAZARD FOR OTHER ACFT.
