Narrative:
After landing and pulling onto the ramp the right engine died. The mixture was rich and all the fuel pumps were on. I attempted to restart right engine because it was difficult to taxi on left engine only. While cranking the right engine backfired and caught on fire. I shut down fuel and electrical and evacuated the aircraft, and extinguished the fire. The manifold drain line was found to be blocked by a piece of rubber baffling, allowing fuel to pool up inside of cowling rather than to drain through bottom of cowling. No damage occurred, but with an extreme overprime condition the situation could have been explosive.
