Narrative:

We departed sfo 28R on the molen departure. It was cavok. Our clean climb speed was 284 KTS. I forgot his exact wording; but while climbing out at about 5;000 ft the departure controller advised us that we had no speed restriction. I said 'roger.' then about 30 seconds later he asked our speed and I replied; '284 KTS.' he said 'maintain 300 KTS or better.' we complied. This is happening on a regular basis out of sfo on over water departures even though we are within a mile or two of the shoreline. Has this rule changed? If it has; we need to be advised. If it hasn't; I think ATC needs to have their procedures changed.
