Narrative:
Descending into MMMX; on profile for the kobek arrival; we were given direct smo. The computer said we were 5;500 ft high (above profile) to cross smo at 12;000. We had a 35 KT tailwind and full spreed brakes. Then we were slowed to 220 KTS (from 250). Passing 21;800; I called for flaps one. We got the flaps warning since we were above the flap limit of 20;000 ft. That close to the airport; visually; distance; and time wise; we just didn't focus on the fact that we were still too high for flaps.
