Narrative:
Flight departed the gate on schedule and checklists were completed. The takeoff was accomplished on runway 18R by the first officer. Rotation was normal as was liftoff. At approximately 400', when flap retraction was started, an airframe vibration was felt. There were no cockpit indications to confirm the source of the vibration. The senior F/a told us that a passenger had seen the forward cargo compartment door open. The door light at the second officer panel was not illuminated. We leveled at 2000' and told ATC that we would be coming back to land, and requested the emergency equipment to stand by. The passenger were appraised of the situation and the in range checklist was accomplished. Approximately mid downwind leg the forward cargo door light came on. A normal landing and rollout was accomplished on runway 18R. The tower asked us to stop on the runway to let one of the emergency crew look at the open cargo compartment and door. We complied with their request. They tried to close the door, but could not. We taxied to the gate with the cargo door open.
