Narrative:
A C680 was luaw on runway 10R awaiting IFR release for spacing and told about A10's on the overhead for their runway. The A10's were told about the C680 holding on the runway and told to continue. Local cleared the C680 for takeoff but did not control the break of the A10's on the overhead. The A10's did not break until after mid-field while the C680 was in a good rate of climb and saw the A10's above them and made a quick left turn to get away from the 2nd A10 breaking on the overhead. Recommendation; the pattern of the A10's needed to be called and also reissue the traffic to the departure about the A10's on the overhead.

Title: BOI Controller described a conflict event when an inbound military overhead flight delayed their break; conflicting with a corporate jet departure; training listed as contributing to the event.
