Narrative:
The aircraft had a history of a right engine speed card problem and erratic right N3 gauge. Before the flight; the speed card was changed. After takeoff; EICAS displayed right engine speed card; erratic right N3; and associated right engine bleed failure. Because of weather at the destination airport (and icing conditions); the flight was returned to the departure. An emergency was declared for overweight landing. The captain made a smooth 30 flap landing at 200;800 pounds.

Title: A B757-200 EICAS alerted SPEED CARD and BLEED along with an erratic N3 after takeoff and because of destination icing conditions the crew declared an emergency and returned to the departure airport.
