Narrative:
ZID azq sector called with a bkw arrival. A C441 was inbound from the south descending to 6;000. I instructed azq to 'keep him coming'. That phraseology is the issue. It means to let the aircraft enter my airspace; leave him flashing; and switch him after I take the hand off. That is not what happened this time. Azq switched the pilot 25 miles south of bkw direct to bkw and he was asking for the GPS runway 1. I already had a pilot inbound to bkw from the north which is why I said to keep the guy coming. Now I have a guy non-radar who was not on a non-radar routing without knowing anything more about the flight than what the pilot gave me. I have said this before; this keep em coming phraseology wasn't working. Every day I get different results but since I was told this is acceptable I have been using it so that I can work my traffic just as everyone else. After today's tie which upset the pilot from the north when I gave him holding instructions; I had to report this up again. Recommendation; the LOA with both ZID and ZDC needs to be rewritten to address this unique limited radar coverage procedures.
