Narrative:
Event details: taxied from the FBO on taxiway 'H' to runway 19R. Due to strong tailwind; taxied with thrust reverser's deployed; then stowed them when approaching runway 19R at taxiway 'F'. Tower changed runway assignment. After holding short of runway 19R; the tower cleared us to cross 19R on 'F' and hold short of 19L at 'F'. Thrust reverser's still stowed. Tower cleared us to line-up and wait on runway 19L. We taxied into position; and completed before take-off check list. Tower cleared us for takeoff; power levers brought up and awaiting power to stabilize before engaging auto throttles. (Note: auto throttles were never engaged). Just as we began to roll the left engine thrust reverser annunciator illuminated 'rev unlk' and 'rev dply'; throttle locked and 'rev emerg. Stow' checklist displayed. Aborted takeoff; informed tower. An air carrier holding short of 19-left on 'D' stated 'your left bucket is deployed'. Per tower instructions; we made a right turn on taxiway 'north' then a right turn on 'east' and held short of 'east'. [We] informed flight attendants and passengers. I noticed on the captains rear circuit breaker (circuit breaker) panel that a circuit breaker labeled 'left rev control' popped. Re-instated breaker and completed 'emer stow' checklist. The left thrust reverser did then stow; but would not fully deploy. At times power lever would not move/froze. [We] got clearance to taxi back to the FBO. Completed after landing check and taxied back to the FBO. Called maintenance control and they informed us to write it up and shut down the aircraft. I went back and informed the passenger of the issue; then; escorted the passenger to the lobby. Our local representative began to work with passenger and the charter department on alternate/future transportation of passenger. The aircraft came out of maintenance two days later; but I am not aware of the findings and/or repair.

Title: A GIV Captain used reversers during taxi in a high tail wind condition. The takeoff was rejected when the REV UNLK and REV DPLY annunciator alerted. A popped circuit breaker was reset but the engine's throttle movement was intermittently obstructed so the aircraft was returned to the FBO.
