Narrative:

I was flying my 300 mi 3-LEG cross country from torrance to blythe to thermal to torrance. While on the first leg (from torrance to blythe) eastbound near riverside, ca, the engine started to fluctuate +/- 300 RPM from cruise setting. I could not maintain full power with full throttle and full rich mixture and began to lose speed and altitude. I also noted a drop in oil pressure to minimum in green band. I called ont approach control for clearance to land at nearest suitable airport. Ont approach then vectored me to land at march AFB with clearance from the tower. Mechanical inspection of engine revealed fouled leaded spark plugs.
