In our morning scan of inbound work; it was noticed that an A320 aircraft inbound to ZZZ2 from ZZZ1; after a flight leg on [same day] from ZZZ; where a log gripe of rudder flutter that went away when right-rudder was applied; was being deferred to us in ZZZ2 under the reference of airbus maintenance tip 53-XXX. That particular maintenance tip appears to be merely an information-gathering tool; rather than a section designed to address a problem that is actually known; as was the case here as enumerated by the flight crew of the A320.

Title: A Line Mechanic reports an A320 aircraft with a Logbook gripe of in-flight rudder flutter that went away when right-rudder was applied. Mechanic notes the reference document and sign-offs did not address checking the rudder itself. After two more flutter incidences; a Lead Mechanic removes aircraft from service and finds all three rudder actuators were out of limits.
