Narrative:
A C172 took the instruction to 'line up and wait' as a takeoff clearance. The local controller 1 caught the incorrect read back; corrected the C172 and prevented a loss of separation. Recommendation: go back to tiph phraseology. Never once using 'position and hold' have I ever had a pilot mistake it for a takeoff clearance. The only incorrect read back I've received from tiph was to hold short of the runway which does not create a safety issue. Luaw has caused many pilots to mistake the phraseology for a takeoff clearance. Let's go back to something that worked rather than bending to the will of ICAO who should be modeling the safest country in the world to begin with.
