Narrative:

Around cae we were cleared direct to fak. Just south of rdu; the captain and I thought it odd that ATC wasn't starting us down early like they always do. We asked the controller when we could expect a descent. He said to contact the washington center. We asked him about the descent and he gave us a 180-degree turn to the south and told us he thought we had been NORDO. He took us south of fak and descended us. We were cleared direct to fak and passed off to the next controller. It should be noted that another carrier's jet in front of us was asking the same questions and getting the same descent vectors as we were. This was an ATC coordination error. ATC hand-off not issued to aircrew.

Title: An Air Carrier on the PHL GUMMI arrival was not issued a timely descent clearance from FL390 and consequently were turned south and then rerouted back north with the normal descent crossing altitudes. Coordination between controllers was apparently was apparently lacking.
