Narrative:
An E135 was cleared to land runway 19. A G150 was told to line up and wait on runway 24; and told that traffic will be landing runway 19. The G150 read back runway 24 cleared for takeoff. The G150 proceeded onto runway 24 and started moving towards runway 19. The G150 was told to 'cancel take off clearance and hold position'. The G150 responded that he was aborting take off and was seen slowing down. The E135 landed on runway 19 without incident. The G150 was then taxied off of runway 24 and returned to the departure lineup. The G150 later departed runway 24 without incident. Recommendation: refresh hear back 'best practices' for both pilots and controllers.

Title: TEB Controller described a intersection runway conflict when a Runway 24 departure was instructed to 'line up and wait' for Runway 19 landing traffic; but started to roll prompting the reporter to issue cancellation of clearance.
