Narrative:
The local controller instructed a PA28 to line up and wait at C2. The PA28 was actually at C3 and started to take runway 7R to line up and wait at C3. At the same time an archer was touching down and roll out. I noticed the PA28 was starting to roll towards the runway and told the local controller that the PA28 was rolling into the archer on the runway. The local controller then instructed the PA28 to stop. Recommendation; proper identification of where the aircraft is that is told to line up and wait. Proper read back by the pilot to inform the controller that they are not at the intersection that was told to line up and wait.

Title: DVT Controller described a near conflict event when failing to note the position of an awaiting intersection departure and not confirming an incorrect read back.
Narrative: The Local Controller instructed a PA28 to line up and wait at C2. The PA28 was actually at C3 and started to take Runway 7R to line up and wait at C3. At the same time an Archer was touching down and roll out. I noticed the PA28 was starting to roll towards the runway and told the Local Controller that the PA28 was rolling into the Archer on the runway.
