Narrative:
Approaching our destination we were given holding because of inclement weather in the area. After holding for as long as possible and after advising dispatch; we started our divert to the designated alternate.while been vectored for the approach; ATC advised us that the only way we could land in our alternate is if we declared an emergency. They stated that our alternate could only handle one international flight and we would be the second. With only one designated alternate and not enough fuel to go anywhere else we declared an emergency; landed uneventfully and taxied to a remote parking. We then refueled and flew back to our planned destination.

Title: An international flight diverted due to inclement weather and insufficient fuel to continue holding. An emergency had to be declared at their alternate which was unable to accept additional diversions unless doing so was mandated by such a status.
