Title: N90 Controller described a wake turbulence separation event between a TEB Dalton departure aircraft and an A332 on final for Newark; the reporter indicating the VFR Dalton procedure does not provided required separation.
Narrative: Aircraft X departed Teterboro on the Dalton 19 Departure. Aircraft X crossed directly behind (2.5 miles) a heavy A332 on the Newark final at the same altitude; 1;400 FT. Recommendation; suspend the Dalton procedure.
