Narrative:
A decathlon was in the local traffic pattern conducting touch-and-go operations on runway's 13 and 25. I was aware that ground control/flight data/clearance delivery (ground control/FD/clearance delivery) (trainee) had taxied a C172 from the west ramp to runway 25; hold short runway 13 at taxiway a. There appeared to be a great deal of difficulty getting the pilot of the C172 to understand and read his instructions back correctly. When the decathlon was on final for runway 13; I turned away from him to locate another aircraft inbound to the field from the southeast. The C172 held short of runway 13 on taxiway a. The ground control/FD/clearance delivery controller began issuing an IFR clearance to another aircraft. The cab coordinator noticed the C172 started moving forward again and encroaching on runway 13 so he told me to 'send that guy around.' I instructed the decathlon to go around when he was on approximately a 1/4 mile final. The ground control/FD/clearance delivery ojti was transmitting to the C172 to stop but the aircraft crossed the hold bars and turned onto runway 13 headed for the intersection of runway 13 and runway 25. The ground control ojti was able to get the C172 to reverse course and taxi clear of runway 13. The decathlon did not over fly the C172. Since it is not possible to taxi from the west ramp to runway 25 without crossing runway 13 runway incursions at orl are far too frequent. They usually involve runway 13/31. I recommend 'enhanced taxiway center line markings' be painted on all taxiways that cross runway 13/31.
