Narrative:
While removing the vertical stabilizer panel #322EL; on the left side of the [vertical stab] leading edge; found lots of fasteners loose and shanked-out [too long]. Also none of the panels on the left or the right side of the vertical stab was sealed.

Title: Mechanic reports he found Vertical Stabilizer panel #322EL with numerous loose and shanked fasteners (screws too long); during a C-Check on a B777-200. Lack of sealant around the panel and improper screws allowed the panel to vibrate and become totally delaminated internally.
Narrative: While removing the Vertical Stabilizer panel #322EL; on the left side of the [Vertical Stab] leading edge; found lots of fasteners loose and shanked-out [too long]. Also none of the panels on the left or the right side of the Vertical Stab was sealed.
