Narrative:

While I was working combined positions; a maintenance/tech ops person was supposedly replacing radios. All radios were supposed to be in our control. However; I suddenly noted someone was broadcasting on my receivers. Maintenance insisted that tech ops was not on the radios. Planes could not hear me; clearances could not be issued and my hearing safety as well as the safety of the flying public was endangered. I called surrounding sectors and approach controls and had aircraft communications transferred. Recommendation; tech ops must not use a radio for any reason whatsoever unless they have coordinated a release.
