Narrative:
I was working clearance delivery during this incident. An airport vehicle was performing work on runway 1. A citation was cleared for take off runway 1. I heard the amass alarm saying runway 1 occupied and when I looked out the window the citation cleared for take off was already rotating. The local controller issued a; 'cancel takeoff clearance'; but the citation was already airborne. It does appear the amass alarmed at a time impossible to issue a cancel takeoff clearance.

Title: Local and ground controllers described a conflict that occurred when an aircraft was cleared for takeoff while a ground service vehicle was still occupying the runway.
Narrative: I was working Clearance Delivery during this incident. An airport vehicle was performing work on Runway 1. A Citation was cleared for take off Runway 1. I heard the AMASS alarm saying Runway 1 occupied and when I looked out the window the Citation cleared for take off was already rotating.
