Narrative:
I was working local control; [running a] south operation. Runway 19 and 15 [was] in use for arrivals and departures. I cleared air carrier X for takeoff on runway 15 with air carrier Y on a [1.5] mile final for runway 19. Air carrier X was slow to roll; so I prompted air carrier X [that] I needed him to roll now; but I knew that there would be enough space for the departure to roll through the intersection before air carrier Y had crossed the threshold. Just as air carrier X was at the intersection of [runway] 15 and 19; the asde-X alerted; ' runway 19 and runway 15; converging.' I sent the arrival to 19; air carrier Y; around as per SOP. Recommendation; I would have told the runway 15 departure; air carrier X; to roll sooner or hasten his takeoff roll because he seemed to stutter while on engine power up.

Title: DCA Controller described an AMASS initiated go around event between traffic landing Runway 19 and traffic departing Runway 15. The reporter listed a slow takeoff as a contributing factor.
